Zone and terminal substation transmission switching

This 15-day course provides participants with the knowledge and skills associated with Western Power Switching Operator authority levels Zone Substation (ZS), Transmission Substation (TS) and Transmission Lines (TL) as stipulated in the Electrical System Safety Rules (ESSR) 2016, Appendix 4 – Transmission Switching Levels.

Who Should Attend

Authorised Western Power Switching Operators who wish to gain authority levels Zone Substation (ZS), Transmission Substation (TS) and Transmission Lines (TL).

Prerequisites

The prerequisites for attendance at this course are:

• XCARD – Network Authority Card (NAC)
• XSUB2 – Substation Entry Level 2 Authorisation
• LNA3D – RIC Distribution Authorisation and/or LNA3T – Transmission Authorisation
• LENAR – ENAR Authorisation, plus either;

• Certificate III in ESI Distribution Overhead OR
• Certificate III in ESI Distribution Cable Jointing OR
• Western Australian Electricians Licence – Certificate of Registration(Issued by EnergySafety WA or Building & Energy) OR
• held HOU authorisation for a period of no less than 6 months OR
• held LTL authorisation for a period of no less than 6 months

Learning Outcomes

Zone Substation (ZS)
As a result of attending this course participants should be able to:

• Demonstrate knowledge of the electrical configuration of the Western Power zone substations.
• Describe the function of HV distribution feeder switchgear and LV equipment in a zone substation.
• Describe the function of transmission system switchgear in a zone substation.
• Identify and describe the components of protection schemes in a zone substation.
• Demonstrate the safe switching of all switchgear in a zone substation.
• Demonstrate safe application and removal of program earths in a zone substation.
• Demonstrate the use of Western Power policy and procedural tools and documentation for zone substation switching operations.
• Identify and control switching hazards within the WRAP process.
• Use PowerOn Fusion mobile switching techniques.
• Plan, prepare and perform zone substation switching operations within the Western Power ZS switching authority.
• Use onsite information to identify and locate faults.

Transmission Substation (TS)
As a result of attending this course participants should be able to:

• Demonstrate knowledge of the electrical configuration of the Western Power terminal substations.
• Describe the function of transmission system switchgear in a terminal substation.
• Identify and describe the components of protection schemes in a terminal substation.
• Demonstrate the safe switching of all switchgear in a terminal substation.
• Demonstrate safe application and removal of program earths in a terminal substation.
• Demonstrate the use of Western Power policy and procedural tools and documentation for terminal substation switching operations.
• Plan, prepare and perform terminal substation switching operations within the Western Power TS switching authority.
• Use onsite information to identify and locate faults.

Transmission Lines (TL)
As a result of attending this course participants should be able to:

• Demonstrate knowledge of the electrical configuration of the Western Power zone and terminal substations.
• Describe the function of transmission lines switchgear in terminal and zone substations.
• Identify and describe the components of transmission lines protection schemes.
• Demonstrate the safe switching of switchgear in substations.
• Demonstrate safe application and removal of program earths.
• Demonstrate the use of Western Power policy and procedural tools and documentation for transmission lines switching operations.
• Plan, prepare and perform transmission lines switching operations within the Western Power TL switching authority.
• Use onsite information to identify and locate faults.

PPE/PPC & Equipment Requirements

• PPE Level 1, 2, 3 and 4*
• Appropriately rated switching gloves with protective outers
• Face shield

Assessments

Written and practical assessments are included in the course.
Participants will need to demonstrate the required knowledge and the necessary practical skills in line with the learning outcomes.
Participants will be required to complete an on-the-job workbook. This workbook includes a number of written and practical assignments.
The assignments must be completed and submitted to Power Training Services WA within six months of completing the course.
Participants will not be considered to have completed the course until all on-the-job assignments have been successfully completed
