This course provides training aligned to the Western Power HOU (high voltage overhead and underground) switching authority level as stipulated in ESSR 2016 – Appendix 4.

Who Should Attend

This course is suitable for people who are required to work as an authorised Western Power HOU Switching Operator.

Prerequisites

The prerequisites for attendance at this course are:

  • Network Authority Card (NAC)
  • XSUB2 Substation Entry authorisation
  • LNA3D RIC Distribution authorisation
  • LLOU switching authorisation held for a period of no less than 3 months
  • eNAR authorisation
  • A Western Australian Electricians Licence – Certificate of Registration (issued by EnergySafety WA), or
  • A Certificate III in ESI Distribution Overhead, or
  • A Certificate III in ESI Distribution Cable Jointing

Note: All prerequisites need to be current.

Learning Outcomes

As a result of attending this course participants should be able to:

  • Demonstrate knowledge of the electrical circuitry and component capabilities of the Western Power high voltage overhead and underground distribution network.
  • Demonstrate the safe switching operation of HV overhead switchgear with reference to the ESSR and HV ring main units with reference to the Switchgear Instruction Manual.
  • Identify and describe the components of the HV overhead and underground distribution network’s protection schemes.
  • Demonstrate the use of Western Power policy and procedural tools and documentation for Western Power’s Switching Operator HOU authorisation.
  • Use PowerOn Fusion Mobile Switching.
  • Identify and control switching hazards within the WRAP process.
  • Plan and prepare switching operation tasks which include any configuration of HV overhead and underground distribution switchgear and networks.
  • Demonstrate written and practical skills required to perform HV switching operations as per Western Power’s Switching Operator HOU authorisation.

PPE/PPC & Equipment Requirements

PPE Level 4, including:

  • appropriately rated switching gloves with protective outers
  • face shield

Assessments

Written and practical assessments are included in the course.
Participants will need to demonstrate the required knowledge and the necessary practical skills in line with the learning outcomes.
Participants will not be considered to have completed this course until all assessments have been completed to a satisfactory level.
Participants will be required to complete an on-the-job workbook. This workbook includes a number of written and practical assignments.
The assignments must be completed and submitted to Power Training Services WA.
Participants will not be considered to have completed the course until all on-the-job assignments have been successfully completed.
