This course will provide participants with the skills and knowledge to undertake the responsibilities of Tester In Charge (TIC) in Western Power’s permit to work system to receive Sanction To Test (STT) permits.

Who Should Attend

This course is suitable for existing Recipients in Charge or others who require Tester in Charge authorisation within the Western Power permit to work system to receive Sanction to Test permits.

Prerequisites

The prerequisites for attendance at this course are:

  • NA3 Recipient authorisation
  • Network Authority Card (NAC)
  • one of the following qualifications is essential:
    • Certificate III in ESI – Distribution Overhead qualification, OR
    • Certificate III in ESI – Distribution Cable Jointing qualification, OR
    • Western Australian electrician’s licence, OR
    • post-trade electrical qualification

Note: All prerequisites need to be current.

Learning Outcomes

As a result of attending this course participants should be able to:

  • Identify the major difference between the static versus dynamic nature of a worksite
  • Apply good communication skills
  • Identify the correct applications of various permits to work
  • Define the roles and responsibilities of the TIC
  • Identify the key elements of STT standard work procedures
  • Describe the role of the TIC as the issuing officer of an STT permit (greenfield and brownfield sites)
  • Identify the operating authorities and their boundaries in relation to STT work
  • Explain the handover procedure
  • Describe the key requirements when working with:
    • greenfield/brownfield sites
    • multiple sites
    • cross-boundary sites

PPE/PPC & Equipment Requirements

PTSWA training room standards apply:

  • smart casual attire (no shorts)
  • enclosed footwear

Assessments

Written and practical assessments are included in the course.
Participants will need to demonstrate the required knowledge and the necessary practical skills in line with the learning outcomes.
Participants will be required to complete an on-the-job workbook. This workbook includes a number of written and practical assignments.
The assignments must be completed and submitted to Power Training Services WA.
Participants will not be considered to have completed the course until all on-the-job assignments have been successfully completed.
